2010 Philosophy of Administration

The administrators of the College are responsible for planning, organizing, staffing, controlling, and directing the total operation of the College in order to assist the students, faculty and staff in their efforts to reach the educational goals of the College and carryout the overall mission of the College. The administrators shall operate within the parameters of established policy, State and Federal law and negotiated master agreements.

The College administration shall demonstrate leadership in the process of planning, decision-making and communications. They shall plan, implement and evaluate the College’s program. The College’s administration shall provide the liaison between the College staff, the community and the various publics.

The details of College operation are the responsibility of the President and his/her staff to be reported to and reviewed by the Board as the bylaws provide.

2100 College President

The President shall be the chief executive officer of the College and shall have responsibility for the management and general supervision of all personnel, programs, facilities, and operations undertaken by the College.

The President, at his discretion, may delegate to other College personnel the exercise of any powers and the discharge of any duties imposed upon the President by Board policy or by vote of the Board. The delegation of power or duty, however, shall not relieve the President of responsibility for the action taken under such delegation.

Authority
The President is the chief executive officer of the College and is the Board’s single official link with the operating organization. The Board will instruct the President through written policies, job description and delegating implementation of specific authorities to the President. Only decisions of the Board acting as a body are binding upon the President.

The President shall have the full authority to conduct the operation of the College as authorized by law and in accordance with the policies, mission and goals adopted by the Board. The Board of Trustees additionally delegates the authority to the President to do the following:

  1. The selection and employment of all personnel (faculty, staff and administrators) for the College, provided that the positions are contained in the “Table of Authorized Positions” approved annually by the Board of Trustees and are fully funded in the current Board approved budget. Appointments of Executive Cabinet members are subject to the confirmation of the Board of Trustees. The Personnel Committee shall review the Staffing Transactions Report on a monthly basis.
  2. Paying all claims and demands against the College upon approval of the Board of Trustees.
  3. The purchase, lease or other acquisition of personal and real property. Purchase of personal property shall be in accordance with the College’s purchasing policy (4410). Real estate purchases are subject to confirmation of the Board of Trustees.
  4. The investment of College funds.
  5. Subject to the terms and conditions established by the Board of Trustees, authorization to accept contributions, capital grants, gifts, donations, services, or other financial assistance from any public or private entity.
  6. The authority to sign all grant applications for submission to any public or private entity or funding source on behalf of the College, and to execute those grant agreements required for grants received by the College.
  7. Authority to sign contracts, reports and assurances and all matters approved by the Board unless a specific officer of the Board of Trustees is the required signatory.

2150 Evaluation

The Board of Trustees shall evaluate the President on an annual basis. Criteria for the evaluation shall be established by the Board of Trustees with the assistance of the President.

The Board shall review the evaluation with the President in a closed session or open session at the option of the President. In case an interpretation of written comments may be needed, the Board Chairman or the President may seek additional clarification from individual Board members.

The President’s evaluation shall be treated in accordance with the provisions of the Freedom of Information Act.

The evaluation instrument shall be on file in the president’s office.
