Development
General: The Board of Trustees shall provide the best facilities
possible within financial resources available to meet the educational
needs of the students in the college. Such efforts shall not only
encompass new construction and expansion when deemed necessary,
but also renovation and remodeling of existing facilities to serve
specific educational needs of students or other purposes.
- Decisions pertaining to the planning,
construction, renovation, and elimination of educational facilities
shall be made only after sufficient attempts have been made
to consider the viewpoints and needs of students, faculty, staff,
taxpayers, and appropriate members of the administrative staff.
- All major projects shall be in line with
college master plan and in consultation with the college architect.
- The implementation of these decisions
will be carried out through the President and designated staff.

4100 Building Site
and Improvements
General: The Board of Trustees and the President, shall, keep in
mind the future building needs of the College, and, if needed, give
due consideration to the acquisition of sites and building improvements
well in advance of need.
The following basic policy statements apply:
- The President and designated staff will
develop long range building plans and improvements (Master Plan)
for Board of Trustees approval.
- Long-range plans will be updated periodically
based upon need, State of Michigan capital appropriation criteria,
grant funding criteria and other appropriate considerations.

4175 Lobbying
General: The Board of Trustees recognizes the importance of on-going
communication with public officials at the local, state and national
levels. This communication should be designed to favorably position
Mott Community College in matters of funding and policy.
The following basic policy statements apply:
- The President is responsible for the
oversight of the lobbying effort.
- The College and its agents shall comply
with all federal, state and local laws, regulations and ordinances,
if any, that relate to lobbying. The Administration is authorized
to develop procedures that will facilitate compliance with this
paragraph.
- The College President may make personal
contacts or provide staff or consultants to communicate and
advocate for Mott Community College at the local, state and
national levels.

4200 The Foundation
for Mott Community College
General: The Board of Trustees recognizes the Foundation for Mott
Community College. The Board encourages the Foundation as the appropriate
organization to provide monies for the support of the College’s
programs and services because it is organized as an agent of and
exclusively for the benefit of the educational, literary and scientific
activities of Mott Community College.
The following basic policy statements apply:
- The Foundation for Mott Community College
will promote and support activities of the College either in
the name of the Foundation or in conjunction with the College
so as to provide broader opportunities than would be available
solely from tax and other government sources.
- The Foundation will acquire and distribute
resources to Mott Community College for the benefit of students,
faculty, staff and the educational, literary, multicultural
and other activities of M.C.C.
- The Foundation shall serve as the repository
of private gifts and grants donated to the College unless otherwise
specified.
- The assets of the Foundation for Mott
Community College will be managed under the “prudent investor” principle
and invested in high quality financial instruments under guidelines
established by the Foundation.

4205 Naming Buildings,
Grounds, and Facilities for Financial Support
General: The College may wish to approve the naming of college
property to honor extraordinary, or distinguished contributions
of individuals, families, organizations, foundations, corporations,
or other entities and concurrently raise funds in cooperation with
the Foundation for Mott Community College.
The Board of Trustees provides these standard guidelines for Mott
Community College to name buildings, sites, classrooms, roadways
or other common areas, including landscape and sculpture items,
in recognition of distinctive service or support (or in memoriam)
coupled with a financial support gift to the Foundation for Mott
Community College.
The following basic policy statements apply:
- The Board establishes the following criteria
for naming in recognition of financial support.
- For naming in recognition of monetary
gifts, the donor will be expected to provide all or a substantial
part of the cost of the entity.
- Donors may be individuals, families,
organizations, foundations or corporations.
- In establishing objectives for
a fundraising campaign, the President of the Foundation
will establish a schedule of naming opportunities and the
level of donation required for each in consultation with
the President of MCC.
- The Board also sets forth the following
general provisions:
- No naming will be approved (or once
approved, continued) that will call into serious question
the public respect of the College.
- Names of facilities or areas should
lend prestige to the college and to staff, students and
community. The credentials, character and reputation of
each individual, organization or corporation for whom the
naming of a building is being considered shall be carefully
scrutinized and evaluated. Nominations submitted for consideration
must be accompanied by appropriate documentation and rationale.
- Where a building or part has been
named, the College will continue to use the name so long
as the building, part or facility remains in use and serves
its original function. When the use of a building, room
or facility is changed such that it must be demolished,
substantially renovated or rebuilt, the College may retain
the use of the name, name another comparable room or facility,
or discontinue the use of the name altogether.
- It is the responsibility of individuals
negotiating on behalf of the College to advise potential
benefactors that their gift may be recognized by naming.
- The President shall establish a procedure
for requesting naming for financial support. The President in
conjunction with staff input, including the Foundation for MCC,
is responsible for the determination of merit for any proposal.
- The President shall make recommendations
for any naming request to the Board of Trustees as set forth
in this policy.
- The Board of Trustees has the final authority
to approve naming requests or nominations as recommended and
prepared by the President.

4210 Fund-Raising
Events
General: The Board of Trustees of Mott Community College recognizes
that financial support for the College is a responsibility of the
citizens within the community. Funds to operate all aspects of the
College are derived from local, state and federal sources. The Board
of Trustees does, however, recognize that certain special events
or extra activities above and beyond the regular program may require
financing exceeding the limits of the budget. In such cases, fundraising
drives by college booster clubs and other organizations may be appropriate.
Fund-raising projects may also be utilized to support college programs
when unexpected financial emergencies arise.
The following basic policy statements apply:
- All college fundraising activities or
events including all such activities or events conducted in
the name of the College or for the apparent benefit of the College
conducted in the name of the College or for the apparent benefit
of the College shall require advance written approval by the
President or his/her authorized designee.
- Requests from staff members or other
groups including booster clubs and other organizations shall
be forwarded to the college administrator designated by the
President as outlined in a fundraising administrative operating
procedure.
- A standard accounting procedure will
be provided by the Chief Financial Officer to ensure uniformity
of procedure and proper fund accounting.
- Upon completion of the fundraising drive
or event, a public announcement of appreciation shall be made.
- The procedures set forth above do not
apply to the Foundation for Mott Community College.

4300 Selection of
an Architect/Duties and Responsibilities
General: The Board of Trustees recognizes the importance of securing
and retaining an architectural firm to provide architectural and
engineering services in planning for and constructing college facilities.
The following basic policy statements apply:
- The Board of Trustees shall comply with
current law for the selection of an architect for the College’s
building plans.
- When architectural services are bid
out by the College, the President or designated staff shall
assure that interested parties are given an opportunity to
submit proposals in accordance with bid specifications.
- The architect shall assume the responsibility
that all product guarantees, warranties, and workmanship guarantees
for materials and performance of services are dully executed
and that signed documents are delivered to the college.
- The President and designated staff
shall review the performance of the College architectural
firm every three years and make recommendations to continue
the services or seek bids for the service.
- The President shall recommend a college
architectural firm to the Board of Trustees for their approval.

4400 Supervision
of Construction
General: The Board of Trustees invests major sums of capital outlay
funds in new construction as well as renovation to existing facilities
and grounds. Supervision of all construction projects is essential
to ensure compliance with building codes, state and federal laws
and regulations, and architectural plans which meet schedules and
budgets as well as safety issues.
The following basic policy statements apply:
- Supervision of construction projects
primarily shall be the responsibility of the architect and college
administrator(s) assigned by the President.
- The architect/staff shall hold progress
meetings as appropriate.
- The Board of Trustees shall receive periodic
reports regarding construction and renovation projects.

4410 Purchasing
General: The Mott Community College Board of Trustees supports the concept that all purchases by the College should be based on quality and competitive prices with opportunity for all vendors to bid; therefore, the Board establishes this policy to ensure that sound business practices are followed in the purchase of furnishings, equipment, materials, goods and supplies.
The following basic policy statements apply:
- Approved purchases not exceeding $28,029 shall be made on the open market consistent with sound purchasing procedures.
- Approved purchases exceeding $28,029 shall be made through the use of specifications and sealed bids/quotes from not less than three persons, firms or corporations known to deal in the particular class of materials described in the specifications, provide that if three vendors cannot be obtained, those quotations received shall be sufficient.
- Bids on major purchases, defined as supplies, equipment, furniture, vehicles or services exceeding $56,053 or facilities related construction and maintenance purchases exceeding $84,087 shall be recommended to the Board of Trustees for approval or disapproval.
- To obtain the most favorable prices and quality, certain items may be purchased on a cooperative basis though the Hospital Purchasing Service, Statewide REMC Cooperative Purchasing Program, Food Service Cooperative Purchasing, and State of Michigan purchasing contract. Other state-wide/county consortium competitive bidding programs may be used as vendor quotations for purchase approval or recommendation to the Board of Trustees.
- The College shall attempt to purchase materials, goods or supplies locally when quotations are reasonable and comparable.
- Construction of new buildings and additions shall be bid and awarded in accordance with provisions of the Michigan Community College Act. When other relevant factors are substantially equal, the College shall give preference to contractors paying property taxes to the college district over those who do not.
- The Board of Trustees reserves the right to accept or reject any or all bids or quotations received under this policy.
- The financial limits set forth above will be adjusted annually by the Consumer Price Index, all cities rate of inflation. The Business Office will calculate the adjustments and inform the Board of Trustees, faculty and staff at the beginning of each college fiscal year.

4450 Change Orders
General: The Board of Trustees understands that fiscal control
must be maintained on projects while at the same time recognizing
that change orders are periodically required due to unforeseen conditions,
changes requested by the College, and omissions in construction
plans.
The following basic policy statements apply:
- The President or designee is authorized
to execute change orders on behalf of the Board for any construction,
renovation, demolition or other unforeseen construction problems
under contract not to exceed $50,000.
- Change orders exceeding $50,000.00 shall
be referred to the Board of Trustees for action.
- All change orders will follow established
purchasing policy.
- Approved change orders must be within
the approved budget for the project.

4500 Contractors
Fair Employment Clause
General: It is the intent of the Board of Trustees to award all
contracts to qualified contractors and subcontractors who do not
discriminate against any employee or applicant for employment because
of age, sex, color, religion, creed, physical handicap, ancestry,
national origin, height, weight, or marital status.
The following basic policy statements apply:
- The President shall make a determination,
with respect to each major construction, alteration, or repair
project, whether the use of a project labor agreement covering
that project will benefit the interests of the project and the
interests of the College.
- Prior to awarding a bid or purchase order
for construction, materials, and services a firm shall be in
compliance with all state and federal laws, and verify same.
The College Architect, President and designated staff shall
review and evaluate all such plans recommended for approval.
- Contacts in excess of $50,000 shall be
recommended to the Board of Trustees for action.
Note: A “Project Labor Agreement” approved by the Board
of Trustees on May 18, 1998 is on file in the President’s
Office.

4560 Use of College
Facilities
General: The Board establishes this policy to authorize, govern,
and expand, where appropriate, the use of College facilities and/or
properties by organizations and individuals that primarily reside
in the district.
The following basic policy statements apply:
- Outside organizations and individuals
may use College facilities and/or properties if it provides
unique and valuable educational and vocational opportunities,
increases the vitality and diversity of the academic atmosphere
and facilitates the promotion and development of the College
by displaying its programs to potential students, supporters,
and prospective donors.
- The President and/or designated staff
shall develop procedures for authorizing the use of its facilities
and/or properties for activities that further the goals of education
or support the needs of the community.. College educational
facilities and/or properties, therefore, may be utilized by
groups or organizations closely allied or directly associated
with education; i.e. educational groups, community groups and
affiliates, professional associations, etc.
- Written verification will be sent to
the sponsoring organization/individual responsible prior to
the meeting date including a copy of the policy governing the
use of college facilities and/or properties and the name of
a contact person at the college should questions arise concerning
the use of audio-visual equipment, etc.
- Organizations granted the use of college
buildings may be required to pay all costs attendant to the
use of college properties and/or facilities and are to be warned
as to the state laws regarding such use; i.e., no smoking, no
alcoholic beverages (except where permitted), etc. Each user
of college property and/or facilities shall be advised that
failure to comply with all local and state laws, board policies
regarding the use of college facilities and/or failure to comply
with the general policies of the board shall be sufficient grounds
to terminate such use immediately and/or denial of future use
of college property and/or facilities to the group in question.
- As a condition of the use of college
property and/or facilities, all users shall promise and agree
that they will promptly pay for all damages to property and/or
facilities occurring during the course of such use whether such
damage arises during the use or as a mere incident of such use.
In order to assure reimbursement for such damage, the President/authorized
designee is authorized, at his discretion, to require and hold
an appropriate security deposit.
- When the use of college property and/or
facilities involves attendance at a college site by members
of the general public, the President/authorized designee is
authorized to require, as a condition of granting authority
for the use of college property and/or facilities, evidence
that the using organization is adequately insured for public
liability and property damage to the extent that the college
will be held harmless from any and all claims of loss or injury
arising out of such use.
- In the event that the proposed property
and/or facilities use is of such a nature that the President/authorized
designee, at his discretion, believes it to be in the best interest
of the college to have a college employee in attendance during
the use of property and/or facilities, the President/authorized
designee may charge the user the cost of such college personnel
in addition to any scheduled charge.
- The President and/or designated staff
shall develop a fee schedule that will take into consideration
reasonable costs for custodial services, electricity, heat and
other related costs. These costs may be assessed/waived at the
discretion of the President/authorized designee.
- The President/authorized designee shall
approve all flyers placed on MCC bulletin boards, walls, and
any other part of college property and/or facilities. The President
shall establish rules for the enforcement of this provision
that are consistent with the free speech guarantees of the Federal
and State constitutions. The use of flyers placed on vehicles
that are parked on college property shall be prohibited.

4570 Alcoholic Beverages
General: The students, employees, and visitors of Charles Stewart
Mott College are expected to observe all Federal, State, and local
laws, as well as this policy, governing the lawful distribution,
use and possession of alcohol while on college property and/or when
participating in authorized off-campus, college-sponsored activities.
The following basic policy statements apply:
- The use and possession of alcoholic beverages
may be permitted when served as an integral part of the Culinary
Art’s Program
or approved caterer at regularly scheduled activities in the
Marie R. Prahl College Center and the Kildee/White Regional
Technology Center Building.
- All events must comply with all Michigan
Liquor Control Commission regulations.
- Alcoholic beverages must be incidental
to the nature of the event.
- Food and nonalcoholic beverages must
be available.
- Alcoholic beverages may be served in
the Presidential Conference Center and at the President’s
Residence.

4600 Contractors
Affidavits and Guarantees
General: All contractors shall submit proof of their coverage of
liability and workers compensation insurance as required by Michigan
law to the director of business operations.
The following policy statements apply:
- All bids shall stipulate that the contractors
shall provide liability coverages which total at least $1 million.
- On any construction project exceeding
$50,000, the general contractor shall provide a performance
bond equal to the contract amount to protect the college from
the failure of the contractor or contractors to perform the
terms and conditions of the contract.

4610 Buildings and
Grounds Management
General: The Board of Trustees is entrusted with the responsibility
to ensure that the buildings, grounds, and real property in general
are well maintained for the educational purposes intended, as well
as ensuring that they are maintained in a manner to maintain their
value.
The following policy statements apply:
- The President and designated staff shall
develop a comprehensive program that will ensure proper maintenance
of all college-owned real property.
- Every effort will be made to inspect
and maintain buildings and grounds for maximum life expectancy,
attractiveness, efficiency and safety.

4620 Risk Management
General: The Board of Trustees directs the president or his/her
designee to develop, implement, and administer a comprehensive risk
management plan to provide adequate and reasonable protection and
safety to the College, its facilities, the Board of Trustees, the
employees, the students and the general public.

4625 Bonded Employees
(and members of the Board of Trustees)
General: The Board of Trustees shall ensure that appropriate personnel
are covered by bonds as a means of protecting public resources of
the College and those responsible for handling the finances of the
College.
The following basic policy statements apply:
- College employees who handle college
funds shall be bonded under a blanket bond secured by the College,
as determined by the President or as may be prescribed under
current law.
- Board of Trustee members with fiduciary
responsibility shall be included in this blanket bond.

4630 Public Safety
General: The Board of Trustees recognizes the importance of and
is committed to providing a safe and healthful working and learning
environment. Public safety shall be an integral part of all college
activities, including academics, operations, and student services.
The following basic policy statements apply:
- The Board of Trustees of Mott Community
College recognizes the public safety oversight committee in
accordance with the statutory provisions set forth in senate
bill #614. The Board of Trustees grants the formal oversight
committee the authority to “recommend
to the community college’s board of trustees or administration
that disciplinary measures be taken against a public safety
policy officer who was responsible for misconduct.”
- The President and designated staff shall
determine the safety related needs of the college and develop
such procedures and programs as are necessary to meet those
needs.

4670 Vendor Relations
General: No agent or vendor shall solicit students or employees
without first receiving approval from the President or designee.
The college reserves the right to include or exclude vendors at
its discretion. Vendors shall not interfere with the educational
or administrative processes of Mott Community College.
The following policy statements apply:
- The purpose of solicitation by vendors
is only for preparing specifications and giving demonstrations
and providing awareness of items which could benefit the instructional/college
environment.
- Vendors shall limit their visits to designated
administrators, purchasing personnel or approved employees.
- Vendors marketing products may meet with
approved staff at times that will not interfere with employee’s
work time, educational programs or administrative responsibilities.
- Personal
business with vendors shall be scheduled outside of the normal
workday.

4680 Transportation
General: The Board recognizes the needs of the college to own or
lease vehicles to carry out the operations of the college.
The following basic policy statements apply:
- Vehicles will be purchased in accordance
with college purchasing policy.
- Vehicles may not be used for personal
travel unless expressly approved by the president or designee.
- Drivers of college-owned vehicles shall
be properly licensed, insured, and have safe driving records.

4681 Private Vehicles
General: The Board recognizes the need for the college to allow
the use of privately owned vehicles by college employees to carry
out the instructional program and business operations of the college.
The following basic policy statements apply:
- The President or designee may allow college
employees to use privately owned vehicles for college business
or activities where a college vehicle is not available or it
is advantageous to use a personal vehicle.
- College employees using privately owned
vehicles which are being used for college business or activities
shall have at least $500,000 liability insurance and at least
$100,000 property damage insurance.
- A valid Michigan driver’s license
shall be required before an employee may be authorized to utilize
their personal vehicle for reimbursable school business.
- Each employee operating a privately owned
car on college business shall be required to carry and maintain
minimum insurance coverage in accordance with state law. A current
certificate of insurance issues by the insuring company shall
be filed with the Business Office.
- The rate of reimbursement shall be the
rate allowed by the Internal Revenue Service or applicable contract
provisions.
- The Mott Community College Travel Expense
form shall be completed, signed and substantiated by receipts
if appropriate. The completed form shall be submitted to the
Director of Business Operations for approval and payment.
- Any other transportation reimbursement
shall be made in accordance with individual employee contracts
or master employment agreements.

4700 Disposal of
College Property – Furnishings, Equipment, etc.
General: The Mott Community College Board of Trustees supports
the concept of maximum utilization of furnishings, equipment and
instructional materials. Utilization is deemed to mean serviceable
life expectancy provided the furnishings, equipment/instructional
materials are not obsolete and do not diminish or limit accomplishment
of the College’s goals and objectives. Maintenance of inventories
of obsolete/inoperable equipment is not considered a sound business
practice.
The following basic policy statements apply:
- Associate Deans in each divisions and
other managers shall prepare a list of items considered obsolete,
surplus or inoperable that are recommended for disposal by June
30 of each fiscal year. Lists may be submitted more frequently
should the volume become excessive or circumstances make it
advisable.
- The President and designated staff
shall be responsible for preparing a college-wide list of
items recommended for disposal. A screening committee appointed
by the President shall make recommendations to the President
as follows:
- Trade-in credit for a similar item/replacement
- Sell to another organization
- Sell at public sale
- Take bids
- Donate to nonprofit organization
- Destroy item(s)
- Other

4710 Disposal of
College Property: Real Estate
General: The Mott Community College Board of Trustees supports
the concept of maximum utilization of buildings and land. The sale
or disposal of college land or buildings shall require Board of
Trustee authorization.
The following basic policy statements apply:
- The method and procedure of disposal
shall be determined by the Board of Trustees, as recommended
by the President.
- Property shall be appraised by a certified
appraiser prior to establishing a market value.
- Property may be donated, sold or traded
at the option of the Board of Trustees.

4850 Mail and Delivery
Services
General: The Board requires a mail service system shall be maintained
within the college in order that U.S. mail, in house communications,
and communications from outside sources may be delivered to the
intended recipient in the most practical way.
The following basic policy statements apply:
- The use of college mail facilities and
personnel for distribution of materials and communications shall
be restricted mainly to those materials and communications that
further the educational purpose of the college and/or are necessary
for the effective operation of the college.
- Use of the internal mail system for
purposes not primary to the mission of the college may be
authorized when it is beneficial to the employees, students,
and/or community and approved by the administration.

4950 Information
Resource/Data Management
General: The Board of Trustees directs the administration of the
college to establish and maintain procedures to insure security,
safety, and confidentiality of data collected and stored electronically
by the college. The Board recognizes that it is necessary to maintain
an appropriate blend of printed, shelved and electronically stored
materials to meet the needs of students, staff, faculty, and community
members.
The following basic policy statements apply:
- The President and designated staff shall
develop a plan which provides for the orderly acquisition of
data bases, networks, information processing equipment and support
materials that meet the needs of the College.
- The College shall secure, catalog and
store appropriate materials in support of instructional and

- Fees and charges to access college resources,
where applicable, shall be established to maintain a cost-effective
operation while providing the greatest level of service to constituents.
- Cooperative sharing and saving relations
with other entities may be established to maintain a cost-effective
operation while providing the greatest level of service to the
college community.
- The President shall establish procedures
which will ensure security, safety and confidentiality of information
and resources.
- Resources shall be utilized in accordance
with applicable state and federal laws, rules and regulations;
Board of Trustee policies and other appropriate college guidelines
and directives.
- Users shall be informed of their responsibility
and rights in utilization of resources specified in this policy.

4990 Technology
General: The Board of Trustees encourages and supports the use
of technology by the College in order to maximize effectiveness
in teaching, learning, student support services, and college administration
and operation. While at the same time, the Board recognizes that
the use of technology can be abused, resulting in infringement of
individual rights, violations of Federal and State laws, and solicitation.
The following basic policy statements apply:
- While using college facilities or equipment,
users shall not publish on or over the internet any information
which violates or infringes upon the rights of any other person
or any information which would be abusive, profane, or sexually
offensive to an average person, or which without the approval
of the college, contains any advertising or any solicitations
of other members to use goods or services.
- Users agree not to use the facilities
and capabilities of the system to conduct any business or activity
or solicit the performance of any activity which is prohibited
by law.

4995 Credit Card
Transactions
General: In order to improve the efficiency of purchasing certain
goods and services, the Mott Community College Board of Trustees
authorizes the use of credit cards by employees under the following
conditions:
- The President, or approved designee,
shall be responsible for the issuance, accounting, monitoring,
retrieval, internal control and general oversight of college
credit cards by approved employees.
- Credit cards may be used only by approved
employees of Mott Community College for the purchase of goods
and services for official business of the college or as specified
in an employment contract.
- An employee using a college credit card
shall submit receipts to the Business Office monthly.
- An employee issued a credit card is responsible
for its protection and custody and shall immediately notify
the supervisor if the cards is lost or stolen. An employee issued
a credit card shall return the credit card upon termination
of employment or when requested.
