6050 Branch Campuses
General: The Board may establish branch campuses, extension centers,
and other delivery sites within the college district as well as
in neighboring counties as determined by demand and economic conditions.
In considering such expansion, the board reconfirms a commitment
to maintain diversity and a multicultural environment at every campus.
The following basic policy statements apply:
- ) The President shall identify the need for branch campuses
based on a demonstrated educational need and adequate markets.
- ) Proposals for branch campuses shall include a comprehensive
needs assessment including program analysis, facilities analysis,
as well as a market survey and a complete budget proposal.
- ) The Board gives the President authority to negotiate terms
and conditions of off-campus locations with potential partners,
agencies, businesses, landowners and their agents, and other interested
parties.
- ) The President shall refer approval of new branch campuses
to the Board of Trustees for their action.
- ) The President shall recommend any contracts, purchase agreements,
leases, joint operating agreements and other statutory requirements
to the Board of Trustees for approval.

6070 University
Center Partners
General: The Board of Trustees recognizes the value of the University
Center as a means of providing educational opportunities to MCC
students and the community beyond the scope of programs offered
by MCC including four-year baccalaureate programs and graduate programs.
The following basic policy statements apply:
- ) The President may approve University Center partners from
among Michigan’s public and private universities.
- ) University Center partners shall enter into a lease agreement
as determined by college administration. The lease shall set forth
all conditions of occupancy and offset operating costs.
- ) In lieu of paying operating costs a University Center partner
may provide comparable services, equipment, or other tangible
items (as authorized by the president).
- ) MCC students shall have preferential admission in University
Center programs.
The Board of Trustees limits the partnership in the Mott Community
University Center to accredited Michigan Universities and colleges.

6100 Curriculum
General: The college’s administration in cooperation with
the college’s staff shall develop a curriculum based upon
valid educational research and which encompasses the philosophy
and educational mission of the college, the resources of the college,
the needs of the community and the State of Michigan.
The following basic policy statements apply:
- ) Curriculum: Curriculum shall be developed in accordance with
NCA standards and best practices.
- ) Technology: The Board supports the use of computers and related
technology to enhance instruction, distance learning and other
modes of delivery. Computers should also improve management and
delivery of instruction to all students and other uses in support
of the board approved curriculum.
- ) Resources: The administration is encouraged to utilize any
available resource in the development of a comprehensive curriculum.
- ) Financial: The Board encourages the President to continuously
investigate the availability of a variety of funding sources for
developing, enhancing and expanding the curriculum.
- ) Planning: The Board advocates a policy of continuous curriculum
study. The President shall have the responsibility to organize
the staff in appropriate committees to plan, study, modify, change
or develop a comprehensive curriculum.
- ) Research: The administration shall develop a research and
evaluation program which will provide the Board with data to be
used in the development of curriculum areas. Use of research findings
of other agencies, departments, colleges and universities is encouraged
by the Board.
- ) Curriculum Adoption: No program of study shall be eliminated
or new program added without approval of the Board. Alterations
or reductions of a program of study previously approved by the
Board may be made by the administration and such information shall
be provided to the Board.

6115 Copyrights
and Patents
General: The Mott Community College Board of Trustees is aware
of the aesthetic and prestigious value placed on creative ability.
Faculty and staff members are encouraged to write and develop original
and professional materials in their specific fields. The provisions
of Article XXI of the faculty Master Contract, “Intellectual
Property Rights for Distance Learning Courses and Courseware Created
by MCC Faculty” applies to all distance learning courseware
developed at Mott Community College.
The following basic policy statements apply:
- The College does not and will not claim any ownership rights
to the traditional intellectual property of the faculty outlined
in Article V, Section F of the faculty Master Contract
- All items prepared by faculty for extra compensation and by
staff members on college time, including data processing programs,
shall become the property of Mott Community College.
- The Board of Trustees may elect to copyright or patent such
materials or devices in the name of Mott Community College.
- All earnings or profits from such original materials shall
become assets of the College except as specific in Article XXI
of the faculty Master Contract.
- An effort shall be made to recognize employees for outstanding
publications or presentations of such work at conventions and
/or meetings.

6116 Employee Developed
Software
General: The Mott Community College Board of Trustees encourages
faculty and staff in their efforts to develop software and support
materials for instructional and administrative use by college constituents.
The Board further encourages partnership with private enterprises
in marketing software that has general application in the field.
The following basic policy statements apply:
- The President may establish a fee structure for reproduction
and distribution of computer software owned by the College.
- Staff responsible for developing computer software shall communicate
their intent to develop such software to the Information Systems/Educational
Technology divisions for clearinghouse and technical assistance
purposes. The President shall be regularly apprised of such development
applications.
- The College shall maintain full use, rights on all software,
manuals, documentation and related materials developed by faculty
and staff during work periods for which they are compensated.
- Software marketed with private organizations or other educational
agencies may produce royalties in the form of financial remuneration,
equipment or produced software. Allocation of “royalties”
shall be determined when applicable.
- Software developed by college staff shall conform to the copyright
and patent provisions prescribed in district policy.
- The terms of Article XXI of the faculty Master Contract will
apply to software developed as part of a distance learning Courseware
Package.
- Staff should adhere to ethical practices when using commercially
developed software for the purpose of developing individualized
programs to meet the needs of Mott Community College.
- The President may authorize staff members to utilize school-owned
equipment when available to develop software and associated documents
outside their work assignment provided development of said software
is in the best interest of the College.

6117 Computer Literacy
General: Education continues to receive increased focus as the
institution most capable of responding to the need on our society
to adapt to emerging technology, communication advancements and
information processing. Instantaneous, networked, interactive communication
systems have had an impact on the world that affects all aspects
of life. Awareness, knowledge and technical ability must be priorities
in the attempt to take the greatest advantage and to reap the greatest
benefit from these dynamic changes.
The following basic policy statements apply:
- The Board of Trustees and all staff members shall have the
opportunity to become aware of emerging technologies and computer-related
developments.
- Awareness of technology and its related concepts, equipment
and software shall comprise the basis for MCC computer literacy
efforts. Emphasis shall be placed on access, use of information
and databases.
- Computer literacy should include all aspects from the work
place, business and home environment.
- Concepts for ethical use of data and computer capacity shall
be included in the instructional as well as staff development
activities.
- The Board shall provide an employee time payment purchase program
for all college staff.

6120 Microcomputer
Software Utilization
General: The Mott Community College Board of Trustees sponsors
the operation of the Information Technology and Educational Technology
divisions. These areas provide faculty and staff training experience
on hardware and the utilization, duplication and generation of software
for the College. The purpose of this policy is to ensure college
compliance with the provisions of Public Law 96-157 of the US Code
which deals with duplication and adaptation of computer programs.
The following basic policy statements apply:
- Individuals using college computer equipment and software
shall be expected to adhere to provisions of Public Law 96-157,
Section 7(b) which amends Section 117 of Title 17 of the U.S.
Code to allow for the making of a back-up copy of computer programs.
This section states that “it is not an infringement for
the owner of a copy of a computer program to make or authorize
the making of another copy of adaptation of that computer program
provided:
- ) That such a new copy or adaptation is created as an essential
step in the utilization of the computer program in conjunction
with a machine and that it is used in no other manner, or
- ) That such a new copy and adaptation is for archival purposes
only and that all archival copies are destroyed in the event
that continued possession of the computer program should cease
to be rightful.”
- Instructors and other resource center staff shall coordinate
activities to protect and secure software.
- Duplication of software shall be accomplished in accordance
with provisions of the copyright law, Public Law 96-157.
- The ethical and practical problems caused by software piracy
shall be communicated, in writing, to those participating in microcomputer
classes offered by the College.

6125 Multicultural
Education
General: The Board of Trustees promotes/embraces the tenants or
concepts and principles of equality of educational opportunity for
every individual regardless of race, sex, religion, language, socio-economic,
ethnic background, physical or mental condition, or marital status.
The policy is designed to provide assistance in the efforts to foster
in all subject areas, curriculum modification, implementation of
practices, and utilization materials which will provide learners
of the community colleges a basis for understanding and appreciating
the contribution of both females and males, racial and ethnic minority
groups in our society.
The following basic policy statements apply:
- ) Mott Community College will encourage that all efforts be
made to acknowledge and recognize that we live in a diverse and
multicultural society consisting of racial, ethnic, and religious
groups whose cultures, values, beliefs, and lifestyles are valid
and viable elements of our democratic society.
- ) Mott Community College fully recognizes the rights of persons
throughout the college to learn within the framework of cultural
experiences which maximize the individual development of their
human potential.
- ) Mott Community College will promote and support efforts to
design and implement instructional experiences that will lead
to a more humane and democratic society in our diverse multicultural
country.
- ) The board shall establish an effectiveness measure to insure
the full implementation of this policy.

6150 Curriculum
Evaluation
General: The Board of Trustees supports a current, relevant and
comprehensive curriculum for the many program areas of the College.
The following basic policy statements apply:
- The administration shall evaluate the curriculum in view of
the Board’s goals, the needs of the community, North Central
standards, the finances of the college and the philosophy and
mission of the college.
- The President shall develop guidelines by which the instructional
staff will evaluate the instructional program on a regular basis
and in accordance with the master agreement.
- The Curriculum Professional Study Committee (CPSC) will be
involved when appropriate form is submitted for approval.
- All new curriculum revisions shall be submitted to the Board
of Trustees on a periodic basis.

6200 Counseling
and Student Development
General: The College’s guidance program shall be organized
to meet the needs, interests and abilities of all individual students
with their own particular capabilities, their aptitudes and their
personalities. It is a goal of the college to make each student
an active participant in the learning process.
The following basic policy statements apply:
- Counselors shall perform counseling services within the guidelines
of college philosophy and established board policies.
- All students shall have access to counseling and student development
services for personal career, education and health needs.
- All students shall have access to placement testing, and assessment
services.
- Counseling and student development services shall support
student achievement and retention efforts.

6300 Field Trips
General: The Mott Community College Board of Trustees recognized
that the classroom program may be enriched in many ways. One method
is through the student field trip where the student has a first-hand
opportunity to participate in a learning experience away from the
regular classroom setting. The field trips may be of short or long
duration and may, in some instances, take place during the normal
classroom time or extend beyond it. The student field trip is considered
useful in the teaching/learning process.
The following basic policy statements apply:
- Student field trips shall be directly related to the overall
objectives of the program.
- Requests from faculty members for a field trip shall be submitted
in writing to the Associate Dean for consideration and approval.
When possible, such requests shall be submitted at the beginning
of the semester.
- Field trips shall be correlated and organized in such a manner
as to minimize the loss of class time. Long duration field trips
shall be scheduled during normal school breaks when feasible and
practicable.
- Transportation and other support service requirements shall
be requested well in advance.
- An authorized college representative shall be responsible
for supervision of students on field trips. However, it is not
possible for the College representative to directly supervise
all students at all times. Thus, students must assume personal
responsibility for their own behavior and the resulting consequences.

6410 Transfer Credit
- “D” Grade
General: The Board of Trustees recognizes that many students enroll
in Mott Community College courses and programs as transfer students.
The Board further embraces the need for efficient and effective
recognition of previous academic accomplishments.
The following basic policy statements apply:
- Transcripts of college credit shall be reviewed to determine
eligibility for transfer.
- MCC shall accept transfer credit for comparable courses with
at least a “D” grade for all accredited institutions
provided the student has a total G.P.A. of at least 2.0 on a 4.0
grading scale.

6510 Certificate
of Achievement
General: The Board recognizes the need for recognition of student achievements short of a complete degree program.
The following basic policy statements apply:
- A certificate may be awarded if the following conditions are met:
- Completion of at least 30 credit hours as officially specified by the department of study, approved through the college curriculum process*;
- A cumulative grade point average of 2.0 on a 4.0 scale;
- Filing of application for graduation during registration for the final semester or session.
- Students shall be encouraged to complete degree programs where appropriate.
- A certificate of achievement shall be issued to students meeting the requirements.
*(The college curriculum process includes departmental approval, division approval, curriculum committee approval, CPSC (College Professional Study Committee) approval, and President approval. Any new certificate programs must be approved by the Board of Trustees).

6520 Honors Program
General: The Board of Trustees supports the goal of academic achievement.
It further supports this goal by establishing an honors program
to recognize student achievement and accomplishments:
The following basic policy statements apply:
- ) Students attaining a GPA of 3.5 or higher quality for the
program.
- ) Honor students shall be given public recognition annually.
- ) Honor students shall be recognized for their achievement at
graduation.
- ) Articulation with honors programs in other such four-year
colleges is encouraged.
The Board approves the development of an honors program to recognize
the outstanding academic achievements of students. Full details
of the honors program shall be published in the appropriate student
and staff handbooks.
