Cecile Barnhill
Grant Development Specialist

Ms. Cecile Barnhill is a Grant Development Specialist at Mott Community College (MCC). Prior to being hired in April ’03, she served as an Independent Grant Writer and proprietor of The Consulting, Development & Business Services Group, where she primarily assisted non-profit organizations in all phases of grant development and proposal writing. Cecile launched her business two years prior to coming on board at MCC after recognizing an increased need for this service at the local organizational level within the Detroit community. Cecile’s career spans over twenty years in the non-profit, human services sector which included developing, managing and administering programs that served 1) homeless teens, individuals and families; 2) children in the foster care and adoption systems; and 3) youth in residential settings. During her work experiences, she gained the skills of grant writing and development and has since utilized her knowledge on the community college level. Cecile serves on several Boards for community-based organizations and has been a proposal reviewer for city, state and federal funding processes. She holds a Masters degree in Public Administration, dual Bachelor degrees in Criminal Justice and Political Science, and is a licensed Social Worker and Certified Dispute Resolution Mediator.
